In Izmail, Odesa Oblast, a contractor was selected to perform routine repairs on the art school located at 79 National Guard of Ukraine Street, which also houses a resilience center. The work, valued at 3.6 million hryvnias, will be carried out by the company “Rodnik,” owned by Igor Dekhtyaryov, a member of the Izmail City Council.
This was reported by an Intenta correspondent, citing the Prozorro public procurement website.
The City Department of Culture and Tourism served as the contracting authority.
The results of the procurement were published on October 15. “Rodnik” was the sole bidder. The winning bidder must complete the renovation by December 25, 2026.
What Is Planned for Renovation
According to the technical specifications, the procurement was announced under the pretext of “preventing emergencies related to the dilapidated condition of the building’s utility systems.” At the same time, the scope of work covers not only the utility systems but also the renovation of the foundation, facade, and interior spaces.
Plans include reinforcing the foundation with monolithic reinforced concrete rings, installing waterproofing, and repairing the base. They also plan to restore the plaster and paint the facade, as well as repair the chimneys, eaves, and drainage system.
Inside the building, part of the flooring will be replaced, the walls will be repaired, and new metal-plastic doors and window units will be installed.

A separate section of the cost estimate covers the internal sewer system: the plan is to replace 15 meters of 110-millimeter-diameter pipes. For the storm sewer system, plans call for laying 3.5 meters of 160-millimeter-diameter pipes, constructing a manhole, and replacing one cast-iron manhole cover.
According to the justification for the procurement published by the city council, the need for repairs is related to the condition of the utility networks and the need to reinforce the building’s foundation.
It should be noted that the art school building houses a civil defense center. Therefore, the building’s renovation affects not only a municipal cultural institution but also a facility used to support residents during power outages and other emergencies.
The administrative building of the art school in Izmail is located on Mystetska Street (formerly Osipenko Street). Currently, the building in question is the former evening school on what used to be Admiral Kholostyakov Street.
In the spring of 2018, the Executive Committee of the Izmail City Council decided to close the general education evening school (grades 2–3) by liquidating it. City council members supported the decision during the session. About two hundred high school students from the school were transferred to School No. 7.
Instead, it was decided to house art school classrooms in the former evening school building, since the main building had long been unable to accommodate all students wishing to attend.
