Half a million debt proceedings opened in Odesa region

Odesa region is among the regions with the largest number of debts in Ukraine, with more than 585,000 proceedings in the register. In general, the number of records in the country has exceeded 9.5 million and continues to grow.
This is evidenced by data from the Opendatabot service.
As of the beginning of March 2026, the Unified Register of Debtors of Ukraine contains more than 9.5 million records. Over the past year, their number has increased by more than 514 thousand, which is approximately 6%. At the same time, the register is dynamic - new proceedings are constantly being opened and some are being closed.
Fines for traffic violations account for the largest share of debts- more than 2 million cases, or 21% of the total. Other administrative offenses account for another 20% (1.93 million). The share of penalties in favor of the state is also significant - almost 1.65 million proceedings (17.3%). Debts for utilities cover more than 816 thousand cases (8.6%).
At the same time, the largest category is debts that are not classified as specific types. There are more than 2.1 million such proceedings, or 22%.
Among the regions, the largest number of debts is traditionally concentrated in Dnipropetrovska oblast - more than 1.05 million proceedings. This is followed by Kharkiv (675 thousand), Kyiv (667 thousand), Odesa (585 thousand), and Donetsk (526 thousand).
As for the southern regions
- in Odesa region, 585,193 proceedings were recorded (about 6% of the total);
- Mykolaiv region - 335,965 proceedings;
- in Kherson region - 195,480 proceedings.
The vast majority of debtors are men: they account for more than 7.1 million proceedings (74%). Women account for 26%, or about 2.44 million records. At the same time, one person can have several debts in the register at once.
At the same time, the analysts compiled a list of Ukrainian businessmen whose income exceeded UAH 10 million and identified 100 of them in Odesa region. According to analysts, the total income of the top ten reached UAH 100.3 billion.
