Construction of a truck parking lot in Izmail was awarded to a deputy's company without a tender

The Department of Housing and Communal Services in Odesa region has summarized the results of a tender to select a contractor to rebuild a heavy truck parking lot in Izmail.
As Intent's correspondent reported, citing the procurement on the Prozorro website, the only participant with a bid of UAH 20.97 million was the winner - Eurodor Limited Liability Company owned by Izmail City Council deputy Gevorg Avetisyan.
The truck parking lot will be arranged on the way to the transshipment points of the Izmail Commercial Sea Port. According to the terms of the contract, it should be completed within the next six months. All the necessary work is expected to be completed by the end of 2027. The work will be financed in several tranches during the specified period.
The work project for the overhaul of the parking lot in 2025 was carried out by the Kyiv-based private enterprise Inzhdorbud. In October last year, the customer approved the document. The document provides for the operation of the site for heavy vehicles for 22 years.
The contractor will overhaul the driveways, parking lot, sidewalks and adjacent infrastructure with a complete replacement of the pavement and upgrade of engineering elements. Workers will lay drainage and storm sewers, replace and install new drainage trays; repair manholes and ceilings, and waterproof elements. In terms of landscaping, curbs and sidewalks will be installed; a site for garbage containers will be arranged; slopes will be strengthened and green areas will be sown with grass; new garbage cans will be installed. New road signs will be dismantled and installed on the adjacent territory; horizontal road markings will be applied.
According to the YouControl analytical service, Eurodor LLC was registered in 2005 in Odesa with a registered capital of UAH 100 thousand. In 2025 alone, the company received government contracts totaling more than UAH 1 billion.
The lack of competition in bidding has become a common occurrence for this company, as it is systemic. Recent examples include a UAH 111.8 million contract in September last year for the maintenance of roads in the Bolhrad district, which Eurodor also received without competition from other bidders.
