A regional administration recreation center in Zatoka was sold for 6 million

The regional branch of the State Property Fund sold a vacation resort in the resort town of Zatoka, Odesa Oblast, at auction; the property had been on the regional administration’s books. A fierce bidding war broke out over the property—the final price was more than three times the starting price.
This was reported by Intent, citing the “Prozorro.Sales” system.
The property in question is the “Finansist” resort located at 101B Primorska Street, Zatoka, Bilhorod-Dnistrovskyi District, Odesa Oblast. The property, with an area of 360.3 square meters, had been on the balance sheet of the Finance Department of the Odesa Regional State Administration for many years.

The resort’s buildings are in a severely dilapidated condition and require major repairs. However, the lot’s main asset is its location—practically right on the beachfront.

The auction took place on July 20. The starting price for the lot was 1.76 million hryvnias. Sixteen bidders—sole proprietors and limited liability companies—competed for the property.
The auction lasted over two hours—from 12:35 p.m. to 3:01 p.m.—and the price rose gradually over several rounds of bidding.

The winner of the auction was Argor LLC, which offered 6 million hryvnias excluding VAT. Including tax, the final sale price is 7.21 million hryvnias.
According to YouControl, the winning company was registered as recently as June 2025. The LLC’s authorized capital is 100,000 hryvnias, and its primary activity is the purchase, sale, and management of real estate. The company’s founder is the “Dekra” venture capital fund, managed by “Aktiv Invest.”
Roman Savluk is listed as the ultimate beneficiary in state registries .
Currently, the auction winner is awaiting the completion of the payment process, after which the purchase and sale agreement will be signed.
