A lawmaker's company won a 99-million tender in the Odesa region without any competition

The State Nonprofit Corporation “Local Road Service” has selected the winning bidder in a tender to choose a company to be paid for the routine maintenance of the local public highway between Vynohradivka and Kotlovyna — Nahirne — Orlivka in the Izmail District of the Odesa Region.

The winner was the limited liability company “Eurodor,” which expects to receive 99,297,900 hryvnias and plans to complete repairs on certain sections of the road by December 31, 2027. "Eurodor" was registered in Odesa in February 2005.

The company’s registered address is 60 Bugaivska Street in Odesa. Accordingto theYouControl service, the director and one of the co-owners (with a 34.5% stake) is Gevorg Avetisyan—a member of the 8th convocation of the Izmail City Council who chairs the council’s standing committee on budget issues. Natalia Avetisyan is listed as another co-owner of the company. The company’s authorized capital is 100,000 hryvnias. 

  In August, a contractor was selected without competition in Reni to carry out road repairs worth 7 million hryvnias. The procurement was initiated by the municipal organization “Housing and Utilities Service of the Reni City Council,” and the contract was signed with Eurodor LLC. 

In 2025 alone, “Eurodor” received government contracts totaling over 1 billion hryvnias. During the review of the bid, a discrepancy was discovered: the company submitted a certificate of conformity for bitumen emulsions that had expired back in April 2024. The bidder was instructed to provide a valid certificate for 2026.
