A firm associated with a deputy lost a 30 million contract in Izmail

The Department of Education of Safianivka Village Council in Izmail District, Odesa Region, rejected the tender proposal of Konti PE for the overhaul of the shelter with a multifunctional coworking space of the Larzhan Lyceum for the amount of UAH 30 million, funded by the European Union.

According to the Center for Public Investigations, citing an announcement published in the Prozorro electronic procurement system, the reason for the rejection was the use of Turkish gypsum.

The auction held by the Education Department of Safianivka Village Council in Izmail district recognized the offer of the private enterprise Konti as the most cost-effective. The company was the only bidder for the overhaul of a civil defense facility, which is how the documentation describes the "multifunctional coworking space" of the Larzhanka Lyceum in the village of Larzhanka. The contract price is about UAH 30 million. The procurement took place under the Ukraine Facility, an instrument of financial support for Ukraine from the European Union.

However, within two days, the customer rejected Konti's offer. The authorized person, Tetiana Kilzhieva, noted that the company had declared in the tender documents that all materials for the work came from acceptable countries. However, during the inspection, it turned out that the material resources included gypsum binders of the G-3 brand from Turkey.

The fact is that Article 5(3) of the Framework Agreement between Ukraine and the European Union on the Ukraine Facility, ratified in June 2024, allows the supply of these materials only from eligible countries, which include EU member states, Ukraine, partner countries from the Western Balkans region, Georgia, Moldova, contracting parties to the Agreement on the European Economic Area, as well as countries that provide support to Ukraine comparable to that of the EU. Turkey is not on this list. Thus, the customer decided that the company not only used gypsum from the wrong country, but also lied in the documentation.

Konti PE was registered in Izmail in 1999. According to the YouControl service, the owner of the company is Larysa Mincheva, and the director is Tetiana Makarova. Until the summer of 2021, Makarova herself was the ultimate beneficiary of Konti. In April 2021, YouControl still recorded her in this status, but in September it did not.

In his declaration for 2024, Ivan Stoyanov, a deputy of the Izmail City Council, listed Makarova as a person with whom he cohabited but was not married. Both of them received salaries from Konti PE in 2024: Makarova - UAH 117.6 thousand, Stoyanov - UAH 109.2 thousand. In the past, back in June 2025, Konti won another tender for 45.6 million hryvnias from the Vilkovo City Council of Izmail district for the construction of a school shelter. In that tender, the company had one competitor and won.
