Village council in Odesa region lost 5 million due to negligence with land

The Lyman Village Council of the Bilhorod-Dnistrovskyi District of Odesa Oblast lost the opportunity to earn more than UAH 5.3 million, which it could have earned if it had properly concluded land lease agreements.
This was reported by specialists of the Southern Office of the State Audit Service, who found this out during a financial audit of the budget of the Lyman village council of Bilhorod-Dnistrovskyi district, Odesa region.
Thus, when analyzing lease agreements for land plots of the recreational fund, the auditors found that five land users in the village of Prymorske (Raseika recreational area) and 11 land users in the village of Lyman (Katranka recreational area) use communal land plots for recreation centers and other facilities without formalizing documents and without concluding lease agreements. However, if such agreements were concluded, the village council could receive more than UAH 1.4 million in additional revenue per year.
Due to the failure to streamline lease agreements, the failure to conclude relevant additional agreements and, as a result, non-payment for land lease, the community lost the opportunity to receive about UAH 2 million in revenue.
The audit found that the Lyman Village Council had transferred 191.6 hectares of land to three educational institutions on the right of permanent use. In turn, the Liman Educational Complex "Secondary School of I-III Degrees - Preschool", the Liman Educational Complex "Secondary School of I-III Degrees - Preschool" and the Primorsk Lyceum of the Liman Village Council entered into agreements for joint land cultivation with third parties. This resulted in the loss of the opportunity to receive more than UAH 2 million in additional revenues from land lease.
Theauditors provided 10 proposals and recommendations to the Lyman village community, one of which is to consider the issue of termination of joint activity agreements between educational institutions and third-party land users at the session of the Lyman village council.
