Trukhanov deprived of Ukrainian citizenship

President of Ukraine Volodymyr Zelenskyy has signed a decree depriving Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship.
This was reported by the United News marathon, citing its own sources.
The President of Ukraine also said that he had signed a decree to deprive some citizens of citizenship who have been confirmed to have Russian citizenship.
After the mayor is deprived of his citizenship, he will be deprived of his powers ahead of schedule and the secretary of the city council will perform them until the next election. Currently, it is Igor Koval. It is also possible to introduce a military administration in the city.
How it started
On the evening of October 12, Gennadiy Trukhanov published a statement that he was going to be deprived of Ukrainian citizenship on the grounds of his alleged Russian Federation citizenship.
He reminded that this topic has been systematically raised since 2014. At that time, he repeatedly denied holding Russian citizenship, and all checks by Ukrainian authorities did not establish this fact.
At a meeting of the Verkhovna Rada in 2014 , Anatoliy Kinakh read out an official response from the Russian Consulate, which confirmed that Trukhanov was not on the list of Russian citizens.
In 2016, the Migration Service also received a similar response from the Russian Consulate.
In 2018, as part of international legal assistance, the NABU received an official certificate from the Russian Ministry of Internal Affairs stating that as of July 26, 2018, Trukhanov "was not listed in the records of the Russian Ministry of Internal Affairs as having acquired Russian citizenship" and that there was no information about his crossing the Russian border since July 2016.
The documents that sometimes appear in the media, he said, are "invalid, fake."
Finally, Trukhanov addressed the president: "Make a legal and thorough check. I ask the President and the competent services to look closely at the documents and establish the truth."
The politician also appealed to the public not to give in to rumors and provocations and said that Ukraine now needs "peace, unity and consolidated work."
Context
Trukhanov's statement was first reported at 18:54 by Vitaliy Barvinenko, the head of the Odesa District Council and a fellow Trukhanov supporter. The statement appeared at 21:00 on Trukhanov's own channel and almost simultaneously on Odesa channel. It was officially made by the same Barvinenko.
Talks about the possible introduction of a military administration in Odesa or other ways to remove Trukhanov have been going on for a long time. Recently, a petition on the president's website to introduce the administration collected 25,000 signatures in just a few days.
According to the Law "On Local Self-Government," the powers of the mayor are considered to be terminated early if:
- his/her personal application to the relevant council to resign from his/her position
- termination of his/her citizenship;
- entry into force of a guilty verdict against him/her;
- entry into force of a court decision to bring him/her to justice for an offense related to corruption, which imposed a penalty in the form of deprivation of the right to hold positions or engage in activities related to the performance of state or local government functions;
- entry into force of a court decision recognizing his assets or assets acquired on his behalf by other persons or in other cases provided for in Article 290 of the Civil Procedure Code of Ukraine as unjustified and their recovery to the state;
- recall from office at the people's initiative;
- being recognized by a court as incapacitated, missing or declared dead;
- his/her death.
