The National Asset Recovery and Management Agency (ARMA) has announced preliminary market consultations by receiving draft management programs for a complex of berths in Odesa region.
This was reported by the ARMA press service.
We are talking about the berths of the Black Sea Fish Port Limited Liability Company: berth No. 1, berth No. 2, berth No. 3, berth No. 4, berth No. 5, berth No. 6, berth No. 4 (before reconstruction of berths No. 7-10), which are located in the village of Burlacha Balka.
Potential managers may be: a legal entity or an individual entrepreneur registered as business entities in accordance with the procedure established by law (Article 1033 of the Civil Code of Ukraine).
In March 2025, the Kyiv District Court of Odesa arrested the berths of the fish port. According to the investigation, Chornomorsk Fish Port LLC, in collusion with state registrars, illegally registered private ownership of the berths' operational areas, although they are part of the Sukhoi Estuary hydraulic structures in the waters of the Chornomorsk seaport and belong to the state.
In April 2019, on the basis of forged technical passports from Prom-Stroy Ltd, the ownership of the water areas was illegally registered for the company. The state registrar made changes to the State Register of Real Property Rights, although there were no legal grounds for this, as the property belongs to the state represented by the State Property Fund of Ukraine. The investigation found that the berths and their operating waters are inseparable objects that cannot function separately.
The company objected to the arrest, arguing that the berths were state-owned and that the investigation concerned only the water areas, not the berths themselves.
In January 2025, an auction for the sale of the unified property complex of the state-owned enterprise Maritime Administration of the Black Sea Fishing Port was held with the participation of one company, Garant-Product Ukraine Limited Liability Company.
