State owes one billion to Mykolaiv enterprise

As of September, the state's debt to the utility company Mykolaivoblteploenergo reached a critical level of UAH 1 billion 105 million. This amount is compensation for the difference between the approved and economically justified tariff.

This became known during a meeting of the Mykolaiv City Council's Commission on Housing and Utilities.

Failure to receive a billion-dollar debt from the state has created serious problems for the heating company itself. Ihor Nabatov, deputy director of Mykolaiv's housing and communal services department, said that Mykolaivoblteploenergo already owes Naftogaz UAH 727 million for gas supplies.

The situation is complicated by court decisions, as the court has already confirmed the need to pay UAH 250 million (UAH 140 million and UAH 110 million). However, the fulfillment of these obligations was postponed by the Commercial Court until early December 2025. In addition, Naftogaz has filed claims against Mykolaivoblteploenergo for another UAH 200 million.

Thus, the huge state debt jeopardizes the stable operation of the utility company and its payments to the main gas supplier.

The court ordered the contractor to return to the local budget UAH 16 million of the advance payment made for the construction of a shelter for a school in the village of Borozenske in Kherson region. The decision was made due to a breach of contract.

In 2024, the Borozenske basic educational institution entered into a contract with the company worth more than UAH 68 million for the construction of a protective structure. The contractor received an advance payment, but failed to provide a report on the intended use of these funds within three months, which led to a lawsuit and a corresponding decision.
