Only one military administration in Odesa region informed about budgets according to the law

The Center for Public Investigations continues to monitor compliance with the legislation on disclosure of information on local budgets based on priority decisions for 2025.
Experts analyzed how these norms are implemented by local state administrations in Odesa Oblast.
There are eight such administrative units in the region. According to a decree of the President of Ukraine, they were formed on the basis of existing state administrations. The heads of these structures became heads of military administrations.
According to paragraph 5 of part 2 of Article 15 of the Law of Ukraine"On the Legal Regime of Martial Law," it is the heads of military administrations who have the right to approve local budgets. In addition, paragraph 8 of part 7 of the same article stipulates that orders of the heads of military administrations have the same legal force as decisions of councils and must be made public (except when they contain information with restricted access).
Most military administrations in the region have not created separate websites, but rather use the web resources of their predecessors, the district or regional state administrations. Only the website of the Podil District State Administration has a subsection "Regulatory Acts" in the "DSA" menu, where two resolutions were published in 2024 (one archive) and only one in 2025. Next, in the "Finance and Budget" menu, we find the required resolution with annexes. However, it is published in a single PDF file, which does not meet the requirements of the current legislation on accessibility of public information.

The website of Odesa regional state administration does not have any menu or section where orders or decisions on the budget could be published. The information is completely absent. Berezivka RSA website has a menu 'Regulatory Acts of Berezivka RSA', but there is no resolution on the local budget in this section.
The website of Bilhorod-Dnistrovskyi RS A has a subsection 'Regulatory Acts' in the 'RSA' menu, which does contain several documents. In particular, the resolution "On Approval of the Forecast of the District Budget of Bilhorod-Dnistrovskyi Rayon for 2026-2028" with annexes was published. However, there is no resolution approving the budget.
On the website of the Bolhrad RSA, the "About the RSA" menu has a submenu "Resolutions", but when trying to open it, the system displays the message "page not found". Accordingly, it is impossible to find the required document. On the website of Izmail RSA, the "RSA" menu contains the submenu "Resolutions of the RSA", where you first need to select the year. After that, a list of documents appears, but there is no budget resolution for 2024-2025. Published documents are posted in fragments, with large gaps.
The website of Rozdilnyanska RSA has a subsection "Resolutions" in the menu "About RSA", but all published documents are dated 2022. There are no new decisions or documents. On the website of the Odesa District Military Administration, in the"RMA" menu, we open the "Public Information" subsection. In the drop-down list "Resolutions of the Head of the District State Administration", you can see several documents for 2023-2025, but the required resolution on the local budget is not among them.
