Odesa City Heating Announces ₴2.5M Tender for Severna-2 Boiler House Reconstruction

The utility company Odesa City Heating has announced a tender to select a company that will be paid to develop a working project "Reconstruction of the flue gas removal system with the replacement of the chimney and flues of the Severna-2 district boiler house."

This is stated in the Prozorro electronic procurement system.

The procurement is scheduled to take place in the format of an open tender with special conditions on March 25. The expected purchase price is UAH 2.5 million.

The day before, Odesa completed large-scale work to restore the chimney of the Pivdenna-2 boiler house, which was damaged during the bad weather in November 2023. The restoration of the structure was made possible thanks to the financial support of UNICEF. The boiler house of the Odesa City Heating Company is now fully operational and provides heat to 120,000 residents, as well as educational and medical institutions in the district.

In the summer, Odesa began reconstructing the pipe of the Severnaya-2 boiler house, which collapsed during a strong wind last year. According to Mayor Gennadiy Trukhanov, UNICEF allocated UAH 60 million for the repairs. The construction was planned to be completed by November 1, 2024. In January 2025, the reconstruction of the chimney at the Pivnichna-2 boiler house in Odesa went up by almost UAH 2.5 million. Odesa City Heat Supply signed a contract with Inventum Ukraine under a non-tender procedure.

On the night of November 27, 2023, a chimney over 100 meters high, which belonged to the Severnaya-2 boiler house, collapsed in Odesa due to hurricane winds. The incident occurred during bad weather.

An expert examination conducted in January 2024 revealed that the chimney collapse was caused by the poor quality of construction work during its construction. The study showed heterogeneity in the concrete, with samples having different strengths depending on the site. The conclusion of the experts was unequivocal: it was impossible to restore this pipe, and a new structure had to be built.
