Kherson City Council Awards ₴18.69M in Shelter Contracts Without Bids

The Civil Protection Department of the Kherson City Council continues to award contracts for the maintenance of the simplest shelters for collective protection of the population without an auction.
This is reported on the public procurement platform Prozorro.
Within two days, the customer signed a number of contracts totaling UAH 18.69 million. All these contracts were distributed without using the electronic procurement system and without an open tender.
Oleksandr Shamychkov received the largest number of contracts, amounting to UAH 5.25 million (UAH 2.47 million, UAH 1.38 million and UAH 1.67 million).
According to the YouControl analytical system, the entrepreneur was engaged in construction in Sievierodonetsk until 2021. Then he changed his registration to Ternopil region, and in October 2024 - to Kherson. On October 22, he received his first contract for UAH 2 million.
Another contract worth UAH 1.64 million was awarded to Vasyl Rzhevskyi, who registered his business only in April 2023, during the full-scale war. His main activity is related to the construction of residential and non-residential buildings, although his KVED also includes non-specialized wholesale trade.
The contract worth UAH 1.8 million went to Oleksandr Vasyliev, who is engaged in retail trade in furniture, lighting and other household goods. Nevertheless, he became one of the contractors to repair the Kherson shelters.
The largest amount - 4.78 million hryvnias - was awarded to Radislav Feinstein, about whom little is known. Another contract worth UAH 1.99 million went to Oleksandr Susak from Ivano-Frankivsk, who had no construction contracts in Kherson before July 2023.
Another contract worth UAH 2.89 million was awarded to Yevhen Chernobylskyi.
All these companies and entrepreneurs have to complete the work by May 5, 2025.
Prior to that, the local authorities in Kherson signed four contracts for the maintenance of simple shelters for collective protection of the population. The total amount of the contracts is almost UAH 10 million, and all contracts were awarded to one company from Kyiv region - Clarus LLC.
In addition, at the end of 2024, a tender was held for the construction of a radiation shelter on theterritory of the Arkhangelsk Professional Agricultural Lyceum in Beryslav district, Kherson region. As a result of the bidding, the contract was concluded with the odious Construction-TM LLC.
According to Oleksandr Prokudin, Head of the JMA, 11 protective structures are planned to be completed this year, and 5 more are to be built from scratch.
