Corruption Checks Reveal False Declarations in 76% of Officials' Filings

In January 2025, the National Agency for the Prevention of Corruption completed 76 full checks of declarations selected under the new risk-based approach and found signs of false information in three out of four declarations of officials from Odesa region.
According to the NACP, these are declarations whose verification has already been completed, i.e. 75% of declarations.
In addition, the facts of declaring false information were confirmed:
- in 7 out of 7 completed audits - officials of Kyiv region (100%);
- in 4 out of 5 completed audits - officials of Rivne region (80%);
- in 2 out of 3 completed audits - officials of Dnipropetrovska oblast (66.6%);
- in 3 out of 5 completed audits - officials of Zakarpattia region (60%);
- in 5 out of 9 completed audits - officials of Kharkiv region (55.5%);
- in 2 out of 4 completed audits - officials of Vinnytsia region (50%);
- in 5 out of 24 completed audits of declarations of Kyiv city officials (20.8%).
Violations were found in 40 declarations, i.e. 53% of the completed ones. Signs of false information were found in 36 declarations worth over UAH 274 million. In the declarations of four people, signs of unreasonable assets worth more than UAH 10 million were found.
Violations found in the declaration of a deputy of the Mykolaiv City Council for 2023 for more than UAH 20.7 million were among the 10 largest violations detected.
Earlier, the NACP found violations in the declaration of Serhiy Biba, a deputy of the Odesa Regional Council from the banned OPFL, who concealed assets and failed to explain his daughter's expenses.
The NACP also found inaccuracies totaling 540 thousand hryvnias in the declaration of Oleksandr Urbanskyi, Deputy Chairman of the Odesa Regional Council, for 2023 during a full audit.
In addition, the NACP found false information in the declaration of Yurii Shumakher, who is a beneficiary of the Rostdorstroy road company and a member of the Odesa City Council from the Trust the Deeds faction.
