Companies from Odesa Region Delayed Salaries to Workers a Thousand Times

As of August 2025, the Unified Register of Debtors has 35,000 proceedings on wage arrears to employees of enterprises throughout Ukraine, and 1,116 such cases are registered in Odesa region.
State-owned enterprises and joint-stock companies are the most likely to owe, Opendatabot analysts noted.
For comparison, there are 820 cases in the register in Mykolaiv region and 864 in Kherson region. However, the enterprises in the frontline Sumy region owe the most - 6,305, followed by the capital - 3,784, and the third - Dnipropetrovs'k region with 2,456 proceedings.
Theanalysts emphasized that the Register of Debtors is constantly updated: when a proceeding is closed, it is removed. Therefore, these figures reflect the situation as of the beginning of August 2025.
According to experts, the most frequent debtors are state-owned enterprises - 11,562 (33%) of proceedings, joint-stock companies - 10,308 (29%) and limited liability companies - 6,298 (18%).
In general, companies engaged in the production of machinery and equipment are the most likely to delay wages in the country - 5,681 proceedings or 16% of the total. Construction companies are in second place among wage debtors - 2,696 or 7.6%. Chemical manufacturing companies round out the top three - 2,670 or 7.5%. In 56% of cases, wages are owed to men, and another 44% are owed to women.
The leader in terms of the number of proceedings is Sumy Machine-Building Research and Production Association, with 4,63 open cases. Karpatnaftochim is in second place with 1,188 proceedings, followed by Sumy Machine-Building Research and Production Association - Engineering with 1,15.
7% of the total number of proceedings is accounted for by various Oblavtodor (regional road services) - 2,499 proceedings for unpaid wages. Among large Ukrainian financial groups, two companies of Dmitry Firtash's group have the most debts for unpaid wages - 336 and two proceedings respectively.
