Balta rejected a cheaper offer from a candidate for solar power plant supplier

The utility company Baltavodokanal of the Balta City Council of Odesa Oblast has selected the winner of a tender for the purchase of solar power plants with a capacity of 20 kW, 30 kW, 50 kW, and 100 kW to be installed at critical infrastructure facilities.

The relevant information was published in the electronic procurement system Prozorro.

It is about:

  • One set of a solar power plant with a capacity of 20 kW.
  • One set of solar power plants with a capacity of 30 kW.
  • Two sets of solar power plants with a capacity of 50 kW.
  • One set of solar power plants with a capacity of 100 kW.

The auction was attended by two individual entrepreneurs and three limited liability companies. The cheapest bids were from individual entrepreneurs, so initially, the winner was considered to be an individual entrepreneur Anatoliy Kolbinov, who was ready to provide the relevant power plants for UAH 3 million 60.5 thousand, but this offer was rejected because the commission found that the technical parameters of the products offered by the individual entrepreneur did not match those required in the tender documentation.

Thus, Anatoliy Kurinnyi is now considered the winner. His offer is more expensive - UAH 3 million 94.5 thousand. Anatoliy Kurinnyi is a local businessman from Balta, and his competitor is from Reni, Odesa Oblast.

Earlier, Odesa CHP held an auction to find a contractor to reconstruct the backup power system and replace the 220V DC battery. The CHP plant held a full-fledged auction with the participation of three companies: Spetstermomontazh-enego LLC, Berg Group LLC, and Royal Group Trading House LLC. Spetstermomontazh-Engo LLC was chosen as the winner, as it offered to work for UAH 26.5 million. According to the YouControl service, the company was registered in 2013 in Kyiv. The owner is a resident of Kharkiv region, Andriy Onuprienko.

However, the results of this auction were later canceled.
