Deputies of the Mykolaiv City Council have decided to amend the city's Economic and Social Development Program for 2024-2026. In particular, the list of investment projects includes the creation of a new Industrial Park in Mykolaiv, which will include design and survey work and expertise.

This decision was made at a session of the Mykolaiv City Council.

Director of the Economic Development Department Tetiana Shulichenko noted that the industrial park is planned to be located in the Ingul district, between Bashtanske and Kherson highways.

The park concept was developed by the Italian company One Works and will be presented at the session. Benefits for park residents will include:

  • Income tax exemption for 10 years when reinvesting in the development of enterprises.
  • Exemption from VAT and import duties on materials and equipment.
  • Local authorities may provide land and real estate benefits.
  • Opportunity to receive state support for the development of park infrastructure.

MP Oleksandr Bereza raised questions about the cost of the work, the direction of the park, and the relevance of the project in terms of security risks.

Tetyana Shulichenko emphasized that industrial parks are an important step in creating new jobs and attracting investment, despite the security risks associated with the war. She emphasized that it is necessary to prepare all the documents now in order not to lose competitive advantages.

Mayor Oleksandr Sienkevych added that in order for Mykolaiv to claim benefits for the industrial zones, the zones themselves must first be created.

The project envisages the construction of an industrial park on 190 hectares of land, which will be divided into three zones for industrial enterprises and infrastructure. The plan was to regenerate the former industrial waterfront into a multifunctional complex and a new multifunctional industrial park to support production and logistics.

Recently, the draft decision on the creation of the industrial park was not approved at a meeting of the Standing Committee. Some deputies expressed doubts about the feasibility of this initiative, given previous unsuccessful attempts to create similar parks in the region.

In December, the Mykolaiv City Council approved a budget of over UAH 28 million for the city's economic and social development, including the construction of memorials, a columbarium, installation of a loudspeaker system, creation of an industrial park, and digitalization of topographic data.

Earlier, in 2023, the team of the Italian company One Works presented the concept of creating an innovation district in Mykolaiv. This project is one of five pilot projects being developed for the city as part of the Master Plan. It is a territory that will combine residential development, business facilities, cultural, educational, and medical infrastructure, green areas, and public spaces.
