Taxi Driver's Company Receives 80 Million Dollar Contract in Kherson

A firm with no tender and no experience was awarded a contract for a shelter for a Kherson school. They decided not to hold a tender, concluding a deal worth more than UAH 80 million without using an electronic system. The order was given to Tensens LLC, whose owner changed two days before the agreement was signed.
According to Nikcenter, Kherson planned to build a shelter for vocational school No. 2. The customer was the city's capital construction department. The construction of the 1052-square-meter shelter, designed for 296 people, should be completed by August 2025. The project is funded by a government subsidy, and the full amount of funds is expected in December 2024, although no advance payments are provided for in the contract.
Tensens LLC was registered in May 2023 by Serhiy Gaidukevych, who is the founder of about a hundred companies across Ukraine. Two days before signing the agreement, the company changed its owner: it was Maxim Serdyuk from the village of Kopyly, Poltava region, who immediately took over as director.
Because the contract was signed outside of the Prozorro electronic system, there is no evidence of the contractor 's technical base, specialists, work experience, or financial resources. According to YouControl, the previous business experience of the new owner of the company is limited to working in the taxi industry.
Meanwhile, Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, announced a tender for the construction of a new shelter on the school's territory.
Also, the Bilokrynytsia hub is preparing to sign an agreement to repair the school, which is located in the frontline village of Bila Krynytsia, Kherson region. A contractor from Dnipro was chosen without competition.
The procurement was held on December 10 in the format of open bidding with special features that provide for shorter timeframes for the procedure. Only one company took part in the bidding, and it won.
