Repair of Devolanivskyi Descent is almost completed in Odesa

The contractor has almost completed the repair of Devolanivsky Descent, which cost the Odesa City Council about 200 million hryvnias.

An Intent correspondent visited the descent and took some photos.

The correspondent also made his own observations, for example, cars do not drive fast on the descent now and their number is relatively small. The bike lane is parked, and some cars are parked on the pedestrian part. In general, however, there are few cars along the edges of the street.

New asphalt from the beginning of the descent to the area between the bridges on Hretska and former Bunina streets. Then it was laid in patches, like a patchwork. Or the exit from the parking lot.

"The work is ongoing. When I approached, a group of workers and a tractor were removing construction debris. There is a lot of ordinary garbage there," said the correspondent Oleksiy Kravchuk.

In September, the Capital Construction Department of the Odesa City Council signed an agreement with Rostdorstroy Limited Liability Company to pay the company UAH 15 million 474.9 thousand for the overhaul of the surface water drainage system along Devolanivsky Descent.

The procurement was conducted without the use of an electronic system and there were no other bidders. The owner of the Odesa-based Rostdorstroy LLC is the Hungarian company Juttema, whose beneficiaries are Odesa residents Yevhen Konovalov and Yuriy Schumacher. The latter is a deputy of the Odesa City Council from the "Trust the Deeds" faction. The party's chairman is Odesa Mayor Hennadii Trukhanov.

In December 2023, the department had already signed an agreement with the company for the overhaul of the surface water drainage system along Devolanivskyi Descent. The procurement was carried out in November of the same year in the format of an open tender, and Rostdorstroy LLC was the only participant in the procurement.

The agreement stipulated that the company would complete the work by May 31, 2024, and receive UAH 44 million 855.4 thousand for it, but the work has not yet been completed and the department has entered into several additional agreements with the company.

In February 2024, the Odesa City Council approved a program for the construction and development of social and engineering infrastructure in Odesa for 2024-2025, which provides for spending UAH 1 billion 254 million: 628 million in 2024 and 626 million in 2025. Of this amount, 324 million will be spent on the preservation and development of Odesa's engineering infrastructure and territory. All at the expense of the city community.

The overhaul of the drainage system of Devolanivskyi descent was then identified as one of the priorities. In January, traffic on the section of Devolanivskyi Descent in Odesa was closed until May 31. In June 2023, an investigating judge of the Kyiv District Court of Odesa allowed law enforcement to access documents related to two tenders for the repair of Devolanivskyi Descent in the city center.

Law enforcement officers are currently investigating possible abuse of power or office by officials of the Capital Construction Department of the Odesa City Council. The abuse allegedly occurred during two tenders for the repair of the descent, which were held in November 2022 and August 2020.
