Pension Fund of Mykolaiv Region Selected a Contractor Without an Auction

An agreement was signed in Mykolaiv region for the repair of premises without an auction. The contract was signed for almost two million hryvnias.

This was reported by Anti-Corruption Dimension with reference to the website of the electronic procurement system Prozorro.

The Main Directorate of the Pension Fund of Ukraine in Mykolaiv Oblast signed a contract for the current repair of its office in Voznesensk without an open tender.

The contract amounted to UAH 1.8 million from the state budget. The repairs will be carried out by Vadym Orlov, a sole proprietor with only four employees. The contractor must complete the work by December 18, 2024.

According to the Clarity Project online analytical system, the sole proprietorship was registered in Voznesensk in 2016. The entrepreneur regularly receives budget contracts, having already concluded contracts totaling UAH 24.2 million.

Two-thirds of them were awarded without open bidding. The peak occurred last year, when individual entrepreneur Orlov concluded agreements totaling more than eight million budget hryvnias.

It is worth noting that in 2015, Vadym Orlov ran for the Voznesensk District Council from Petro Poroshenko's Solidarity party, but Orlov did not receive a mandate.

Also, a company involved in a scandal will build a radiation shelter at a school in Mykolaiv region. Previously, this company overhauled the long-suffering fence around school No. 44. After the funds were allocated, the contractor did not perform the work for a year and only after the scandal began repairs, which it was unable to complete.

And in Odesa, a contractor was selected without an auction to repair roads in the port for more than UAH 20 million. The Odesa branch of the state enterprise Ukrainian Sea Ports Authority held a tender to select a contractor to be paid for the overhaul of roads. The auction was held with the participation of a single company, Avtomagistral, a private enterprise.

The Department of Education, Culture, Youth and Sports of the Bilozersk Village Council in Kherson Oblast tried unsuccessfully three times to purchase a school bus. They succeeded only on the fourth attempt. Isuzu-Ataman Ukraine submitted its proposal, and on October 22, an agreement was signed to purchase the bus. The cost of the vehicle amounted to UAH 3.4 million.
