Overpriced renovation of a kindergarten in a village in Mykolaiv region

In Mykolaiv region, a company has been selected to reconstruct a kindergarten in the village of Trykratne, Voznesensk district. The company had no competitors in the bidding. The prices in the estimate were overstated.

On the Prozorro website, the Department of Urban Development, Architecture and Capital Construction of Mykolaiv Regional State Administration held an open tender with special features worth UAH 75 million. Only one company took part in it, and it won. The agreement was signed with the private enterprise Demsei on August 29.

According to Nikcenter, the price of the reconstruction of kindergarten No. 4 in the village of Trykratne may change based on the approved estimate. However, an analysis of the cost of materials showed a significant overestimation of prices compared to market prices.

For example, 787 square meters of 100 mm thick Technonikol Carbon Prof foam boards were included in the estimate at a price of UAH 4,072 per square meter, while they can be purchased on the market at a price of UAH 405 to 521. Similarly, a cubic meter of such boards is priced at about UAH 4,811 on the market, which is almost ten times cheaper than the prices included in Demsey's estimate.

The situation is similar with non-combustible mineral wool insulation, 150 mm thick, from Rockwool. For a kindergarten in Voznesenskyi district, 842 square meters of such boards will be purchased at a price of 4072 UAH/square meter, excluding delivery costs. The exact characteristics of the material are not specified. But on the market, Rockwool insulation of this thickness is offered at a price of 550 to 1624 UAH/square meter.

Given that these materials will be used in large volumes for the reconstruction of the kindergarten, the possible overpayment in the contract for only two items exceeds UAH 6 million.

According to the contract, the work is to be completed by the end of 2025.

Meanwhile, Mykolaiv lacks kindergartens, as only a third of preschools operate full-time.
