OVA wants to spend more than 13 million to modernize the shelter in the Odesa training and rehabilitation center

Odesa is looking for a contractor to modernize the bomb shelter at the Chuchy Sertsem training and rehabilitation center.
According to the public procurement website Prozorro, the budget for the work is estimated at UAH 13 million 427 thousand,
This is the training and rehabilitation center located at the 411th battery and is on the balance sheet of the Odesa Regional Council.
The open bidding with special conditions was announced by the Department of Capital Construction and Roads of the Odesa Regional State Administration. The auction is scheduled for October 23. The process of submitting bids is currently underway.
According to the plan, the winner of the tender will have to modernize and strengthen the existing bomb shelter. In addition to building new walls, the contractor is also obliged to carry out a range of engineering works. The tasks include laying water supply and sewerage systems, installing a ventilation system, providing electricity, and installing fire extinguishing, alarm and communication systems.
All works are scheduled to be completed by the end of March 2025.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Public Procurement Law. This means that this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
Meanwhile, in the village of Dachne, Odesa region, it is planned to build a new radiation shelter in a school that was seriously damaged by the occupiers' missile attacks. The budget for the work was set at over UAH 117 million.
In addition, the construction of a new civil defense facility is planned to begin on the territory of a school in Podilsk.
