Mykolaiv plans to buy a specialized car for almost 2 million

The municipal institution "Center for Provision of Social Services" of the Oleksandrivka Village Council plans to purchase a Citroen Berlingo L2 to transport people with limited mobility.
This became known from the electronic procurement system Prozorro.
The Center announced the open bidding with specifics on November 7. The car is to be purchased for UAH 1 million 788 thousand. According to the terms of reference, the Citroen Berlingo L2 (or its equivalent) must be no older than 2024 and must accommodate six passengers: 4 passengers + 1 driver + 1 place for a wheelchair passenger. Applications will be accepted until November 15, 2024, at which time the tender will be held.
Open bidding with special features means that almost all auction terms are shorter than in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such auctions, so the bidder has no competitors.
However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.
Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
For example, Odesa State University of Internal Affairs held a procurement to select a contractor for the current repair of the offices of the Department of Criminal Procedure and Criminalistics in the building letter A on Uspenska Street. The procurement was conducted in the format of an open tender with special conditions, and the only participant was PGS Limited Liability Company. If the agreement is signed, the company expects to pay UAH 2 million 539 thousand 656.
And in Kherson region, they plan to restore the water supply network for more than UAH 21 million of donor money. The Vysokopil Village Council announced an open tender for the emergency repair of a part of the water supply network in the village of Arkhangelske, Beryslav district, Kherson region. The money to repair the network was allocated by the United Nations Children's Fund(UNICEF).
