Kherson region procured over 15 million worth of REBs with a possible overpayment of a million

The Milivka village council of Kherson region purchased 2 complexes for interfering with the operation of ground and air reconnaissance equipment "Nota" for UAH 15.7 million.
This was reported by the Center for Public Investigations with reference to the procurement announcement.
The Mylivka village council reported that the systems had been purchased on November 18 and 28. The purchase was made without using the Prozorro electronic system, i.e. without competition. The village council only reported that it had concluded two contracts for the Nota systems. The cost of each complex was UAH 7.8 million. Tritel LLC was chosen as the supplier.
According to the Youcontrol analytical system, the Kyiv-based Tritel has been on the market for over 25 years. The company's beneficiaries are Kyiv residents Ihor Senchylo and Andriy Kazantsev. The company is engaged in the production of communication equipment. It can also repair communication equipment, supply computer programming, advise on informatization, and conduct non-specialized wholesale trade. They did almost all of this until 2024. And in 2024, they sold at least 22 sets of Nota.

At the same time, they delivered 3 sets for the first time in June to a military unit for a total of UAH 9.7 million. That is, 1 set then cost UAH 3.2 million. In August and September, two more military units received the same electronic warfare systems, but for 7.3 million hryvnias each. And in November, the Mylivka village council purchased a Nota for half a million more.

The CPR also noted that, as in almost all procurements in Kherson region, all documents on the contract are classified. Even President Zelensky's decree on the introduction of martial law. The customer promises to open access to them in 90 days after the end of the war.
