In Odesa, a total of more than 82 million hryvnias has been allocated for the reclamation of Municipal Solid Waste Landfill No. 2 and for projects to maintain and renovate historic parks. At the same time, the landfill reclamation is scheduled only for the final year of the environmental program, and nearly half of the funding is to come from unspecified sources.
This is stated in Odesa’s environmental program for 2022–2029, which was analyzed by the Center for Public Investigations.
The plan is to allocate 57 million hryvnias for the reclamation of the TPV-2 landfill in 2029. Of this amount, 28.5 million is to come from the municipal budget, with the same amount coming from other sources. The document does not specify exactly where the second half of the funds is expected to come from. Furthermore, the mere inclusion of these amounts in the program does not confirm that funding has already been secured.
An additional 25.2 million hryvnias have been allocated for parks and expert activities. Of this amount, 22.3 million—or about 89%—is earmarked for projects related to the maintenance and renovation of historic parks. The largest allocation—16.5 million hryvnias—is earmarked for Savitsky Park.

Thus, the bulk of the funding for this section of the program is focused on historic parks, while the landfill reclamation has been postponed until 2029. At the same time, the data provided does not include details on the stages of reclamation or confirmation of the sources for all planned funding.
