In Odesa region, entrepreneurs submitted 80 environmental impact reports

Data Analytics Lab specialists at YouControl analyzed the data from the Unified Register of Environmental Impact Assessment and determined that the average time for consideration of a case reached four months.
According to the analysts, since the beginning of 2024, a new Unified Environmental Impact Assessment Register has been operating in Ukraine, containing information on all submitted reports, the status of their consideration, copies of conclusions and materials of public discussions.
According to the calculations of the Data Analytics Lab at YouControl based on the data from the Unified Register of Environmental Impact Assessment, in January-October 2025, 951 EIA reports were submitted by business entities. As of October, 341 of them received a positive conclusion. The average time for consideration of one case in 2025 was 131 days, the minimum was 51 days, and the maximum was 257 days.
In 2024-2025, 80 such reports were submitted in Odesa region, 29 in Mykolaiv region, and three in Kherson region. The largest number of reports were submitted by business entities registered in Kyiv (279), where a significant number of large companies have a legal address in the capital, even if projects are implemented in other regions. Lviv region (154 reports) is highly active in the renewable energy, forestry, and mining sectors. Dnipro region (90 reports) is focused on metallurgy and mining.

In Volyn (95 reports), Poltava (63), Khmelnytsky (48), Chernihiv (46), and Rivne (36) regions, a significant number of cases are related to the construction of wind power plants, expansion of quarries, and development of agro-industrial complexes. The regions in the East of the country, with the exception of Dnipropetrovska, show lower activity due to martial law and the temporary occupation of some territories.
