Due to OPZ's debts, the treatment facilities at Pivdennyi have been shut down

Due to a power outage at the Odesa Port Plant, the wastewater treatment facilities that receive effluent from the city of Pivdenne have ceased operations.
According to Pivdenne Mayor Volodymyr Novatsky, thiscould lead to emergencies and an environmental disaster.
According to Novatsky, on September 15, 2026, employees of DTEK “Odesa Power Grids” cut off power to the Odesa Port Plant, a state-owned enterprise. As a result, the wastewater treatment facilities serving the community’s sewage have ceased operations.
The mayor noted that he has repeatedly appealed to the Cabinet of Ministers and the State Property Fund regarding the transfer of the treatment facilities to the community’s municipal ownership. However, he said, these appeals have gone unaddressed.
He also reported that he had appealed to the Odesa Regional State Administration, the government, and the State Property Fund, requesting that they take urgent measures to restore power to the enterprise.
DTEK Odessa Power Grids stated that the power supply was cut off at the request of the electricity supplier—the state-owned foreign economic activity enterprise “Ukrinterenergo.”
The supplier filed a request to disconnect all facilities of the Odesa Port Plant due to the enterprise’s debt for electricity consumed. DTEK noted that the distribution system operator is obligated to comply with such requirements in accordance with the law.
According to the company, on August 21, the plant received a warning about the suspension of electricity supply. As of September 15, the debt issue between the company and “Ukrinterenergo” had not been resolved.
DTEK emphasized that power supply can be restored once the plant’s relationship with the supplier is resolved. Upon receiving a corresponding request from Ukrinterenergo, the company promises to restore power.
DTEK also explained that it does not sell electricity and does not determine the amount of a customer’s debt. The company is responsible for electricity distribution and fulfills suppliers’ requests to suspend or restore power supply.
