Two departments in Odesa have new heads

The Odesa City Council simultaneously appointed the heads of two departments without a competitive selection process. Gennadiy Murzanovskiy and Olena Zakharchenko-Netuzhylova were appointed, and the decision was made on the basis of martial law.
The relevant orders were signed by the acting mayor of Odesa, Igor Koval.
The Odesa City Council made personnel appointments: two departments received new heads without competitive selection.
According to the order, Gennadiy Murzanovskiy will head the Department of Internal Policy starting April 1, 2026. He has been assigned the 8th rank of local government official and a bonus of 50% of his official salary, including other allowances.
According to the Odesa City Council website, he previously held the position of Head of the Organizational Work and Record Keeping Division of the Organizational Work and Information Support Division of the Department of Finance.
On the same day, Olena Zakharchenko-Netuzhylova was appointed director of the Department of International Cooperation. She already has the 9th rank of a local government official and will receive a similar 50% salary supplement.
In early October, she was appointed as a new pro bono advisor to Odesa Mayor Hennadiy Trukhanov, but resigned the same day the mayor was stripped of his citizenship.
In 2023-2025, Olena Zakharchenko-Netuzhylova served as the first deputy head of the Odesa District Military Administration. Prior to that, she was the first deputy head of the Fontansky village council. She is also a co-owner of the Black Sea Riviera Housing and Construction Cooperative.
Both appointments were made on the basis of the deputy mayor's submissions and personal applications of the candidates, with reference to the current legislation, in particular the law on the legal regime of martial law, which allows for appointments without competition.
In February, a new deputy mayor was appointed in Odesa to be responsible for the work of the council's executive bodies. Volodymyr Krylenko will hold the position until a new mayor is appointed. The appointment was based on Krylenko 's own application and the recommendation of First Deputy Mayor Oleksiy Filatov. His tasks include coordinating the work of the council's executive bodies and ensuring the functioning of the city administration until a permanent deputy is elected.
