Mykolaiv region exposes fake prescription scheme

The State Bureau of Investigation uncovered and stopped a scheme of illegal earnings on conscripts. The men had problems with military registration documents and were wanted by the TCC and JV in Mykolaiv region.

According to the investigation, in November 2025, an unemployed resident of the region set up a mechanism whereby he promised to help avoid mobilization in exchange for a monetary reward. He convinced his clients that he had the necessary connections in the territorial recruitment centers and was able to organize a fictitious conscription with the subsequent receipt of three "refusals" from different military units.
The scheme was based on manipulations with the procedure for the distribution of mobilized persons. After passing the military qualification commission, the men were formally sent to military units that allegedly refused to enroll them. After several such "refusals," conscripts were left without assignment and actually avoided service, returning to civilian life.
The cost of such "services" amounted to USD 8 thousand. The offender found new clients through friends and relatives of those who had already used the scheme.
Law enforcement officers stopped the organizer's activity when he tried to apply the scheme to another man who was registered with one of the district TCCs and SPs of the region.
He was served a notice of suspicion of receiving a bribe to influence a decision by an official. The court imposed a preventive measure in the form of detention with an alternative of bail in the amount of UAH 500 thousand.
If proven guilty, the suspect faces up to eight years in prison. The investigation is currently ongoing - law enforcement officers are checking the possible involvement of TCC officials, members of military medical commissions and representatives of military units in the fraud.
At the end of February, officials of regional hospitals and territorial recruitment centers in Mykolaiv were suspected of issuing disability certificates to conscripts. The court seized documents and tens of thousands of dollars and euros seized during the searches.
