Investigators have referred to court a case involving the embezzlement of 9 million in Kherson

Law enforcement officials have completed an investigation into two former executives of a Lviv-based construction company and a technical supervision engineer who are suspected of embezzling nearly 8.8 million hryvnias in public funds in Kherson. The case has been referred to court.
This was reported by the Kherson Regional Police.
The men are charged with embezzlement of public funds, official forgery, and official negligence.
The case involves budget funds allocated for the construction of a radiation shelter in Kherson. According to the case file, a 29-year-old resident of the Lviv region and a 30-year-old resident of Lviv served as directors of a private construction firm at different times. The company acted as the contractor and carried out the specified work. According to investigators, the defendants intentionally included false information in the reporting documentation regarding the work performed.
Investigators identified discrepancies between the actual volume and cost of the work performed—specifically regarding“reinforcement”—as well as discrepancies in the thickness of the foundation slab and violations in the installation of expansion joints and waterproofing.
According to the case file, the engineer in charge of technical supervision failed to document obvious construction defects.
The amount of damages was confirmed by a judicial construction and technical expert assessment.
The Kherson Regional Prosecutor’s Office reported that this is already the third indictment against the former head of the contracting organization related to the possible embezzlement of funds during the construction and repair of protective structures. Currently, two indictments against him are being considered in court—one regarding the misappropriation of funds during the reconstruction of a shelter at a Kherson hospital and the other regarding the repair of a shelter at one of the region’s high schools.
