In the Kherson region, a museum has filed a lawsuit over corruption in the restoration process

In the Kherson region, a construction company lost access to its accounts. The company’s director is suspected of embezzling public funds during the renovation of the Vysokopil Local History Museum. 

The Center for Public Investigations has uncovered the details of the case.

According to the investigation, the company in question is “Construction and Restoration” LLC, whose director, Yuriy Lyakhovych, was notified of the charges against him in June 2025. 

In December 2023, the museum entered into a contract with the company for routine repairs to the premises at 53A Vyzvolyteliv Street. The cost of the work amounted to approximately 1.8 million hryvnias. According to the case file, the company’s director submitted a certificate of completion containing false information regarding the scope of work, materials used, and cost.

A court-ordered construction and technical expert examination revealed discrepancies between the work actually performed and the data in the report. The total amount of the discrepancy was over 408,000 hryvnias, including over 68,000 hryvnias in VAT.

Based on this report, funds were transferred to the company’s account in December 2023. Investigators believe that the museum suffered financial damage in the exact amount of this sum.

The museum also filed a civil lawsuit seeking 271,314 hryvnias in compensation. The case file indicates that the company has already reimbursed 137,000 hryvnias.

According to YouControl, “Construction and Restoration” LLC was registered in Dnipro in December 2022. In 2023–2024, the company received over 19 million hryvnias through government procurement contracts.

As Intent reported, in the Kherson region, the company received contracts without competition for emergency repair and restoration work on residential buildings damaged by the war, specifically in the Vysokopil and Velykooleksandrivka communities.
