In Mykolaiv Oblast, a contractor and an official have been charged in connection with schemes involving fortifications

In the Mykolaiv region, authorities uncovered a possible scheme involving the embezzlement of more than 61 million hryvnias during the construction of protective structures for critical infrastructure. The director of a contracting company and an official from the Reconstruction Service have been named as suspects.
This was reported by the Mykolaiv Regional Prosecutor’s Office.
The issue of imposing preventive measures on the suspects and suspending the official from his position is currently being decided.
According to the investigation, the LLC was carrying out work on the construction of fortifications and the installation of protective equipment at the site. Between March 2024 and August 2025, the company’s director signed acceptance certificates for the completed construction work, into which she included, according to investigators, knowingly false information.
In particular, according to law enforcement officials, the cost of waterproofing work was inflated fourfold.

At the same time, an official from the Infrastructure Restoration and Development Service in the Mykolaiv region signed the corresponding certificates. Based on these documents, budget funds were unjustifiably transferred to the company.
As previously reported by Intent, proceedings were initiated in Mykolaivdue to delays in sidewalk repairs. According to the case file, city council officials, without proper legal grounds, extended the deadlines for completing the work by five months and failed to impose the contractual penalties on the contractor.
