In Bulgaria, a criminal case over the construction of an Odesa resident has gained momentum

Bulgarian law enforcement authorities have opened a criminal investigation into the construction of KYB Corporation on 100 acres in the Baba Alino area near Varna.

According to the Bulgarian newspaper Nova, police searched the company's offices in late May.

On 100 acres in the Baba Alino area, 104 buildings were built without permission. The Varna District Prosecutor's Office has initiated pre-trial proceedings for the actions of officials. The inspection covers the period from July 2023 to May 2026. Currently, one pre-trial investigation is underway at the Varna District Prosecutor's Office, and three pre-trial investigations are under control at the District Prosecutor's Office. Three employees of the company that built the illegal buildings, according to the investigation, were detained: an assistant to the company owner, an accountant of the company, and a lawyer of the organization.

The Varna District Prosecutor's Office has launched pre-trial proceedings to establish possible crimes committed by officials between July 2023 and May 2026 who failed to fulfill their official duties in order to receive bribes. The investigation was initiated on the basis of materials submitted by the Regional Prosecutor's Office of Varna, which fall under its jurisdiction. On March 11, 2026, in response to a signal received from the Regional Forestry Department of Varna, which contained reports and detection protocols regarding constructed buildings on land plots, some of which were not included in the cadastral map and cadastral registers, and for another part there were no construction documents, the bodies of the Regional Department of the Ministry of Internal Affairs of Varna were instructed to conduct an inspection. The inspection materials were submitted to the Varna Regional Prosecutor's Office on May 27, 2026.

In his turn, the head of Cube Corporation, Oleg Nevzorov, sent a written position to the media in which he explained that over the past year he, his partners and their company had been subjected to unprecedented political and institutional pressure. The corporation also stated that it plans to cooperate with the investigation.

"We will not resolve this case through media disputes. Our position and all the relevant documents will be presented in accordance with the law. That is why we insist that the situation is considered solely on the basis of facts, documents, administrative chronology and permits issued by the competent authorities, and not through political insinuations, assessments or premature public conclusions," the corporation said.

After that, Bulgarian media wrote that Oleg Nevzorov's car was seen on the territory of the Ukrainian embassy, but Ukraine's ambassador to Bulgaria, Olesya Ilashchuk, denied these statements and also said that the statements surrounding the scandalous residential complex were not true.

He was included in the list of the most influential Odessans

Oleh Nevzorov is a developer, founder and head of the international development corporation KYB Corporation (also sometimes referred to in the media as KUB or KUB). In recent years, his company has been extremely active in Bulgaria, particularly in the Varna region. According to KYB Corporation itself, the company has attracted about 420 million euros of investment in the Bulgarian economy in the period 2022-2025. The businessman was included in the list of the most influential Odesa residents according to the Odesa Media rating in 2021 and 2020.
