Corruption in the repair of the Odesa Agrarian University revealed

In Odesa, investigators are checking the performance of work at an agricultural university building. Despite full payment to the contractor before the end of the year, some of the structures at the facility were not installed or were completed with violations, which became the basis for the investigation.
This is evidenced by the decision of the Prymorskyi District Court of Odesa.
According to the investigation, on December 1, 2025, Odesa State Agrarian University entered into contract No. 187 with Grado-Stroy Construction Company LLC for routine repairs, including the replacement of windows in academic building No. 1. The total cost of the work was more than UAH 10 million, and the contractor had to complete it by the end of the year.
On December 24, the university paid the contractor in full - the money was transferred in full on the basis of the acts of completion and relevant documentation.
However, as law enforcement officers found out, the actual state of the facility may differ significantly from paper reports. During the inspection of the building, the investigators noted that some of the work stipulated in the contract was not performed at all or was performed with violations. In particular, they found unidentified windows, window sills, and ebbs and flows in the corridors, and they were sealed as possible material evidence.
The investigation also found a number of discrepancies between the declared scope of work and the actual scope of work: the absence of certain structural elements, inconsistencies in construction documentation with the actual state of the facility, and violations of construction techniques.
The investigation believes that university officials may have committed negligence, which led to the unjustified transfer of budget funds to the contractor. This is a criminal proceeding under Part 2 of Art. 367 of the Criminal Code of Ukraine - official negligence that caused grave consequences.
In this regard, the prosecutor filed a motion with the court to seize the buildings and structures of the educational building to preserve possible traces of the offense and prevent further work that could destroy evidence.
However, the investigating judge denied the motion. A representative of the university objected to the arrest, calling the prosecutor's demands unreasonable. The court upheld this position and dismissed the investigator's motion.
At this stage, the university building has not been seized, but the investigation is ongoing. Law enforcement officers are to establish the actual scope of work performed, the amount of possible damage, and the range of people involved in the alleged offense.
Also in Odesa region, laptops seized during a search of a lyceum on suspicion of negligence in the procurement of school equipment were arrested. The investigation believes that the responsible officials could have caused damage to the local budget by purchasing the equipment at significantly inflated prices.
