An Odessa resident was fined 110,000 hryvnias for a scheme involving a fictitious service

A native of Odesa was fined 109,801 hryvnia for a scheme involving a fictitious position at a Navy training center. The defendant fully admitted his guilt.
This is stated in the verdict of the Dobroslavsky District Court of the Odessa region.
According to the case file, the defendant promised a draft-eligible man to help him secure “employment” at the Navy training center. The scheme involved nominal service without actually reporting for duty, offering the opportunity to avoid being assigned to combat units. For this, the man demanded 2,500 U.S. dollars.
The conscript agreed but later filed a complaint with law enforcement authorities. On March 24, 2026, at the corner of Marselskaya Street and Prince Vladimir the Great Street in Odesa, the defendant confirmed the amount, and the following day, March 25, personally received the money from the complainant.
The court recognized sincere remorse as a mitigating circumstance. The probation office concluded that the risk of reoffending was moderate and that rehabilitation was possible without imprisonment. The court also took into account that the man committed the crime not as a public official, but as an ordinary citizen.
As Intent previously reported, a court in Odesa ruled that the orders to mobilize and enlist a man—who had an outstanding criminal record for a crime against the foundations of national security—were unlawful. The law expressly prohibits the conscription of such individuals during mobilization. The court overturned the military unit’s order to enlist the man on the personnel roster.
