Accountant's case on overpayment for equipment sent to court in Odesa

Police investigators have sent to court the case of the chief accountant of a medical institution in Odesa, who is charged with negligence, which resulted in the medical equipment supplier receiving excessive funds.
According to the press service of the Main Department of the National Police of Ukraine in Odesa Oblast, law enforcement officers exposed the 44-year-old woman last fall.
It was in October 2025, when prosecutors of the Odesa Regional Prosecutor's Office notified eight officials of the Odesa City Council and the director of the company of suspicion of embezzlement of budget funds, forgery and negligence.
The suspects were: a technical supervision engineer of the City Council's Construction and Maintenance Department for improper performance of duties during the technical supervision of the maternity hospital overhaul; the head of the Center for Financing and Economic Activities of Educational Institutions of Kyiv District for improper performance of duties, which led to excessive transfer of funds to the company; and the chief accountant of the Primary Health Care Center No. 4 for improper performance of duties, who unlawfully included VAT in the invoice for the maternity hospital overhaul.
According to the investigation, during the purchase of an ultrasound diagnostic system worth UAH 3.5 million, the chief accountant of a municipal non-profit enterprise of one of the Primary Health Care Centers of the Odesa City Council failed to check the legality of pricing and approved payment for medical equipment with value added tax included, although the law provides for exemption from value added tax during martial law. As a result, almost 230 thousand hryvnias were unjustifiably spent from the state budget.
If found guilty, the woman faces a fine of two thousand to four thousand tax-free minimum incomes, or correctional labor for up to two years, or restraint of liberty for up to three years, with disqualification to hold certain positions or engage in certain activities for up to three years.
