A grain export scheme was uncovered in the Mykolaiv region, which could have cost the government more than 425 million hryvnias in lost tax revenue.

The Center for Public Investigations looked into the details of the case.

According to investigators, a group of individuals purchased agricultural products with cash, stockpiled them in ports, and shipped them abroad through companies suspected of being shell companies. The actual origin of the grain was concealed, and the financial transactions were not properly reflected in the financial statements.

Law enforcement officials believe the commercial director of Pro White LLC was the mastermind behind the scheme. According to the case file, she recruited two other people, assigned responsibilities among them, and coordinated their work. One participant was responsible for accounting, tax reporting, and customs documents, while the other was responsible for finding suppliers, purchasing grain, and transporting it to the ports.

Law enforcement officials believe that, among others, “Inter-TM” LLC and “Express-Zerno” LLC were used for exports. Through these companies, hundreds of customs declarations were filed in 2021–2022 for the export of agricultural products with a total invoice value of over 2.3 billion hryvnias. The buyers were foreign companies from Estonia, the United Kingdom, Poland, Bulgaria, and the UAE.

According to investigators’ estimates, by concealing the actual volume of transactions and failing to file tax returns, the state budget may have lost more than 425.8 million hryvnias in income tax revenue.

On October 12, 2026, the company’s commercial director was notified of the charges against her. The director did not admit guilt. Her attorneys contested the charges and requested a less severe pretrial measure. The court set her bail at 199,680 hryvnias instead of the nearly 500,000 requested by investigators. The company’s logistics manager was ordered to post bail of 66,560 hryvnias, while another suspect was released on her own recognizance.
