In Kherson, a drone attack not only damaged a building but also injured a woman. The SBU identified the Russian military officer responsible for the attacks on the civilian population.

This is evidenced by a ruling from the Central District Court of Mykolaiv.

The case involves a soldier from the 404th Motorized Rifle Regiment of the Russian Armed Forces, who operated an FPV drone and attacked a civilian building in the Kherson region.

According to the investigation, throughout 2025, Russian military personnel systematically attacked civilians and civilian infrastructure in Kherson and the surrounding area, specifically by dropping explosive devices from drones and using FPV drones.

Law enforcement officials believe that on May 29, 2025, a Russian serviceman who served as the senior member of the “NP ROY” UAV group was involved in these activities. While in the temporarily occupied territory of the Kherson region, he, according to the investigation, carried out targeted drops of explosive devices on civilian targets and people.

One such incident occurred around 3:30 a.m. on May 29, 2025. The Russian serviceman remotely controlled an FPV drone specially equipped to drop two homemade explosive and incendiary devices.

The target was a residential building in the Kherson region. Law enforcement officials emphasized that the building showed no signs of being a military facility, and its residents were civilians. The Russian soldier was aware of this and still carried out a targeted drop of explosives on the building.

As a result of the attack, a female resident of the building suffered burns to her face, eyes, ankles, and feet. The building itself was also damaged.

He currently remains in the occupied part of the Kherson region and continues to serve. In light of this, the judge issued an arrest warrant for him in absentia.

Also in July, former police officer Volodymyr Plyukhin was convicted. During the occupation of the Kherson region, he and Russian military personnel tortured a local resident in an attempt to force him to confess to collaborating with the Armed Forces of Ukraine.
