The apartment and car of a former lawmaker from the Mykolaiv region, worth 5 million, were confiscated

The Appeals Chamber of the High Anti-Corruption Court (HACC Appeals Chamber) ruled that assets totaling 5.4 million hryvnias belonging to Petro Kuglyar, a former member of the Gorokhiv Village Council in Mykolaiv Oblast, were of unjustified origin. The assets will be confiscated in favor of the state. 

This was reported by the National Agency for the Prevention of Corruption. 

The assets in question include a 2024 Renault Duster worth over one million hryvnias and an apartment in the city of Stryi, Lviv Oblast, worth over 4.4 million hryvnias, registered in the name of the former council member’s wife.

The National Agency for Corruption Prevention (NACP) identified a discrepancy between the value of the former lawmaker’s assets and his lawful income. An analysis of the income and expenses of the man and his family members indicated a lack of sufficient lawful funds to purchase the specified property.

Earlier, the NACP uncovered false information totaling over 3 million in the 2023 declaration of Yulia Baeva, an official from Odesa, as well as inaccuracies regarding property, income, and bank accounts. The audit also found that the declared value of an Audi A3 differed significantly from its market price.

The largest discrepancy concerned a 94.8-square-meter apartment in Odesa, which Baeva and her son actually occupied throughout 2023. The official explained that she did not include the apartment in her declaration because she was not the owner. According to an assessment by the Kyiv Research Institute of Forensic Expertise, as of January 1, 2023, the apartment could have been worth between 3.15 million and 6 million hryvnias.
