The head of a department at the Odesa Regional Mental Health Center received a suspended sentence, a fine of 51,000 hryvnias, and a ban on holding leadership positions for falsifying psychiatric diagnoses. The sentence was determined taking into account the official’s admission of guilt, his cooperation with the investigation, and his voluntary donation of funds to support the Armed Forces of Ukraine.

This is stated in the verdict of the Peresypsky District Court of Odesa.

By the court’s decision, the official was sentenced to four years in prison but was released from serving the sentence with a two-year probationary period. During the probationary period, the convicted individual is required to fulfill the obligations imposed by the court (in particular, to periodically report to probation authorities) and to refrain from committing new offenses.

The case file states that in 2025, the head of Structural Unit No. 3 of the Odesa Regional Mental Health Medical Center, along with colleagues, organized a scheme involving fictitious inpatient treatment of conscripts. In his capacity as head of the unit, the medical professional instructed his subordinates to prepare knowingly false documents containing psychiatric diagnoses and personally signed them.

In exchange for removing individuals from military registration, the scheme’s organizers charged each client between 3,000 and 15,000 U.S. dollars.

Some of the accomplices cooperated with the investigation, carrying out special tasks under the supervision of law enforcement agencies
