The Pechersk District Court has imposed a measure of restraint on former Odesa Mayor Hennadiy Trukhanov in the form of round-the-clock house arrest and wearing an electronic bracelet.

This was reported by a correspondent of the Suspilne media outlet from the courtroom.

The mayor is accused of negligence in preparing the population for the natural disaster that killed 11 people in Odesa, nine of whom drowned and two died of heart attacks when they were swept away by the stream.

The mayor of Odesa denies all prosecutors' accusations. In response to the allegations that the sewage system had not been reconstructed or repaired, he said that about 3 billion hryvnias had been spent on this during his tenure as mayor. He also rejected the accusation of improper notification of the population, saying that he was the only one who warned the citizens. He was not present at the meeting, but joined it from Odesa via video.

Prosecutors also noted that Gennadiy Trukhan could either flee the country or influence the course of the case.

So far, eight people have been notified of suspicion in connection with this tragedy, including deputies Anna Pozdnyakova and Valeriy Silin, director of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk.

The court has now imposed a measure of restraint on Hanna Pozdnyakova, Deputy Mayor of Odesa for Executive Bodies, in the form of nightly house arrest until December 28, 2025. The other suspects were released on remand with bail in the amount of UAH 1 million to UAH 3 million.

On October 29, the former mayor of Odesa , Hennadiy Trukhanov, and his deputies were served with a notice of suspicion of negligence in office, which caused the deaths of people during the September 30 floods. According to the investigation, the officials failed to provide an adequate response to the disaster and allowed large-scale consequences of the weather.

The former officials were served with a notice of suspicion on the evening of October 28, right in the parking lot of the Ark Spa complex. According to the investigation, the former official failed to ensure the proper operation of the city's engineering networks and did not take measures to repair storm sewers and drainage systems.
