SBU Issues Notice of Suspicion to Crimean Minister for Promoting Russian Propaganda

The SBU served a notice of suspicion to a Crimean "minister" who was responsible for integrating Russian propaganda into the culture of Crimea. She was actively involved in the creation of agitation programs and mass events promoting Russian military aggression.
This was reported by the Communication Department of the Security Service of Ukraine in the Autonomous Republic of Crimea.
According to the SBU, another Crimean "minister" was suspected of collaboration. The woman is the head of the so-called "Ministry of Culture" in the occupied Crimea, where she is responsible for integrating Russian military propaganda into the cultural and artistic spheres of the peninsula.
Under her leadership, in 2025, a special propaganda program was created for sports and entertainment events glorifying the Russian military.
The "minister" also regularly participated in mass events held to promote Russian military aggression. According to the investigation, she has been working in the illegal authorities created by Russia in the occupied Crimea since 2014. In 2024, she was appointed as the pseudo-Minister of Culture in Crimea.
The SBU served her a notice of suspicion in absentia under Article 111-1 of the Criminal Code of Ukraine, which provides for punishment for collaboration. Since the suspect is in the temporarily occupied territory, investigators continue to take comprehensive measures to detain her and bring her to justice for crimes against Ukraine.
Recently, a former SBU officer in Crimea was suspected of collaboration, in particular, of cooperation with the FSB. The investigation believes that he voluntarily joined an illegal armed group that carried out repressions in the Kherson region, organizing abductions, torture and murders of civilians.
We also collected evidence against an official who became a minister in occupied Crimea and forced local residents to pay taxes to Russia. Until 2014, he worked for the State Tax Service of Ukraine, and after the annexation of the peninsula, he sided with the aggressor and joined the occupation administration.
