Recovery Service has allocated billions to rebuild Odesa region

In 2025, the Infrastructure Restoration and Development Service in Odesa Oblast allocated billions of hryvnias to maintain and repair roads, modernize border crossing points, and restore housing. At the same time, a lot of money was spent on the needs of the institution itself.
Intent analyzed the most expensive procurements to find out what exactly taxpayers' money was spent on.
Among the most expensive contracts is the maintenance of national roads, which was allocated over UAH 808 million. Significant funds were also allocated for the repair of the M-15 Odesa-Reni highway, where only one tender for the construction of a parking lot reached UAH 179.5 million, and another - almost UAH 196.5 million for the repair of the P-72 section near the Starokozache checkpoint.
Infrastructure projects were also accompanied by additional costs, in particular, for engineering and technical services (UAH 15.5 million), as well as supervision of the repairs.
In addition, in July, the Restoration Service announced a tender for the routine maintenance of automatic weight and size control points on the H-33 Odesa-Belhorod-Dnistrovskyi road with an exit to the port of Chornomorsk. The procurement budget amounted to UAH 10.19 million.
However, a lot of budget funds were also spent on the internal needs of the institution. For example, security of the building and the surrounding area cost UAH 1.19 million, and the overhaul of the elevator cost UAH 1.32 million. More than UAH 500,000 was allocated for the current repair of an office in the administrative building of the service, and another UAH 94,000 was allocated for a subscription for employees to participate in scientific and practical events. Communications were not forgotten: UAH 57.6 thousand was spent on Starlink services.
The service also continued work on restoring housing infrastructure: major repairs to a high-rise building in Serhiivka damaged by a missile strike will cost the state more than UAH 21 million, and another UAH 411 thousand was allocated to adjust the project.
Significant costs were also spent on the maintenance of border crossing points, amounting to 40 million. In April 2025, the Restoration Service in Odesa region announced two large-scale tenders for the comprehensive maintenance of border crossing points. The first one was for List 1, which includes Reni-Gyurdzhiulesti, Dolynske-Chyshmikioi, Vynohradivka-Vulkenesti, Tabaky-Myrne, and Novi Troiany-Chadyr-Lunga checkpoints, for which it was planned to spend UAH 26.06 million.
The second is list No. 2, which covers checkpoints Maloyaroslavets 1- Chadyr Lunga, August 1-Basarabianska, Lisne-Seits, Starokozache-Tudora, with a budget of 14.88 million. The services included a wide range: cleaning and landscaping, washing windows and bathrooms, household waste removal, repair of engineering systems, carpentry, maintenance of electricity and heat supply, and repair of checkpoint buildings.
In 2025, the institution mainly invested in the repair and maintenance of road infrastructure, but a significant portion of the costs was also spent on servicing the institution itself. Large infrastructure projects, including roads of national importance, remain the most expensive. A total of UAH 1.27 billion was spent on the most expensive procurement.
At the beginning of 2025, the Restoration Service in Kherson region launched procurement for more than UAH 2 billion to repair houses and roads damaged by shelling. In Mykolaiv region, more than 13 billion was planned last year for large-scale projects to improve roads and water supply.
