The Odesa Court of Appeal granted the prosecutor's motion and increased the amount of the fine imposed on the military.

According to the court of appeal, the fine was increased 13 times from UAH 51,000 to UAH 680,000.

The prosecutor demanded such a review of the punishment imposed by the Kyiv District Court of Odesa because the amount of the bribe seized from the convict was 16 thousand US dollars, which at the rate of the National Bank of Ukraine at the time of the bribery was equal to 674 thousand 481 hryvnias.

The convict himself pleaded guilty in court, sincerely repented of his actions, is a combatant, took direct part in the activities necessary to ensure the defense of Ukraine in the cities of Chasiv Yar, Konstantinovka, Druzhkivka, Bakhmut, and is currently serving in the military.

How it all happened

In mid-December 2024, an Odesa resident, who later gave a bribe, was stopped by employees of the district recruitment and social support center to check his military registration documents, after which he was taken to the TCC, from where he was released by officials who emphasized that he would be contacted in the future.

Subsequently, his girlfriend began to receive calls from unknown persons, indicating the need to meet and discuss the situation with her husband. On the same day, when the girl met with the above-mentioned persons, they informed her that they knew about the situation of her partner with the RTC and JV employees, and said that they could solve this issue for 16 thousand USD and prepare documents for the man that would allow him to be deregistered from the military registration in one of the RTCs.

Later, the convict met with the girl and said that he had medical acquaintances who could help him with the documents for discharge from the Armed Forces of Ukraine with further deregistration. The man agreed and followed the convict's advice. He explained that it is currently impossible to get a "white ticket", explaining that for money the relevant documents are issued to those who refuse to serve, but military commissars often change their place of service and after the appointment of a new head of the RTCC and JV, all previous "white tickets" are canceled. Therefore, men have to pay several times for such issues. So he no longer advises against it, but will do everything legally correct. However, when he was receiving $16,000, the soldier was detained, and later the court imposed a fine on him, which the prosecutor disagreed with.
