Doctors of two hospitals in Mykolaiv region created a database of "dead souls"

In Mykolaiv region, law enforcement officers are investigating a possible scheme of fictitious medical services. Investigators were allowed to obtain personal data of patients to check possible fraud with declarations.
This is stated in the ruling of the Vradiyivka District Court of Mykolaiv Oblast.
The investigating judge in Mykolaiv allowed the police to access the personal data of patients of the Vradiyivka community - this is a criminal proceeding regarding possible falsification of medical declarations and reports for the sake of money from the budget. The case was opened in January 2025 under the article on illegal interference with automated systems.
According to the investigation, employees of local medical institutions could have been entering false data into electronic systems for years: they indicated patients who were abroad, did not seek help, and in some cases were even dead. In this way, doctors could potentially falsify the number of declarations and visits for which the NHSU transfers public funds.
The defendants in the case are employees of two municipal medical institutions - the Vradiyivka Central District Hospital and the District Primary Health Care Center. According to the police, they had access to the regional medical system and the Health24 platform, where they allegedly entered fictitious data.
To establish the objective truth, investigators asked the court to provide temporary access to the patients' personal data, including name, date of birth, tax number, place of residence, phone number, and information about all appointments in medical institutions from January 1, 2022, to July 22, 2025. Law enforcement also asked for information about all patients who had signed declarations with these institutions since 2022.
The court agreed with the investigation's arguments and ruled to provide temporary access to the requested information. The ruling will be valid for two months, and if the management of the medical institutions does not provide the information voluntarily, the police have the right to request a search.
In April, law enforcement officers launched an investigation into a possible large-scale healthcare fraud scheme related to the Pervomaisk City Primary Healthcare Center municipal enterprise. According to the investigation, employees of local medical institutions could systematically forge medical documents. Through falsification, the institutions received funds from the budget for providing services to fictitious patients.
