Deputy Minister in Crimea to be tried for aiding enemy army

The case of the deputy minister of the occupation government for collaboration is being brought to court. He is accused of assisting the Russian military in strengthening its defense positions and openly supporting the actions of the aggressor country.

This was reported by the press service of the Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol.

Law enforcers sent to court an indictment against the so-called "Deputy Minister of Housing Policy and State Construction Supervision of the Republic of Crimea". He is accused of collaboration (Part 5 of Article 111-1 of the Criminal Code of Ukraine). The sanction of the article provides for punishment in the form of imprisonment for up to ten years.

The investigation established that in 2024, the man voluntarily agreed to work in the occupation authority created by the aggressor state. By his actions, the collaborator ensures the functioning of the illegal executive body and contributes to the implementation of Russia's policy in the temporarily occupied territory.

The prosecutor's office has not disclosed the name of the accused, but according to Krym.Realii, it is Yevhen Agureiev. In this position, he supervises activities related to state construction supervision, issuance of construction permits, commissioning of facilities, as well as control over the implementation of housing policy.

Prior to his appointment, Agureiev worked in the structures of the occupation authorities, in particular in the field of housing and communal services and supervision. In September 2025, he openly stated that the agency under his control cooperates with the Russian Ministry of Defense and transfers construction materials from unfinished buildings in Crimea for use at the front, probably for the construction of fortifications.

These resources are used by the Russians to build fortifications and strengthen their defensive positions on the front line. In addition, the collaborator actively speaks in propaganda media, where he publicly supports the occupiers," the SBU noted.

"In addition, Agureev regularly appears in Russian propaganda media, where he openly supports the occupiers and justifies aggression against Ukraine. The SBU added that since the accused is hiding from justice in the temporarily occupied territory, measures are being taken to bring him to justice.

Law enforcement officers also sent an indictment to the court against the so-called "Deputy Minister of Housing and Communal Services of the Republic of Crimea" Andriy Klishchevsky. He is charged with high treason and collaboration. From 2006 to 2011, he held various positions in the Main Department of the State Treasury Service of Ukraine in Crimea, and from December 2011 to March 2014, he headed the Treasury Service of the Simferopol District.
