Vira Svyatelik, director of the Finance Department of the Mykolaiv City Council, received 348,600 hryvnias in bonuses for January–August 2026. This is 3.4 times more than her base salary for that period.

This is according to a report by the Center for Public Investigations, which analyzed the compensation of 17 executives of the Mykolaiv City Council’s executive bodies for the first eight months of 2026.

Based on the ratio of bonuses to base salary, the officials can be roughly divided into three groups.

The mayor receives a monthly bonus equal to her salary, while the city council secretary receives a bonus ranging from 63 to 81 percent of her salary.

The bonuses for the deputy mayors varied from month to month. In January–March, they ranged from 73 to 97 percent of the salary; in April–July, from 134 to 154 percent; and in August, from 152 to 171.9 percent.

In this group, bonus amounts fluctuated more significantly:

  • Oleksandr Bereza, head of the Central District Administration—from 10 to 100 percent of his salary;
  • Anna Remennikova, head of the Ingulsky District Administration—from 29.6 to 88.7 percent, and in August—127.9 percent;
  • Viktor Dmytruk, head of the Zavodskyi District Administration—from 12 to 60 percent. There was no bonus in March;
  • Oleksandr Tsukanov, Head of the Korabelny District Administration – from 23 to 100 percent, and in August – 150 percent of his salary.

Vira Svyatelik received the highest average bonus-to-salary ratio in this group—343.5 percent. Over eight months, her bonuses totaled 348,600 hryvnias, with a salary of 101,500 hryvnias.
