Two deputy mayors of Mykolaiv were paid more than Mayor Oleksandr Senkevych over the first eight months of 2026, but the city council refused to disclose their names.
This is reported in an article by the Center for Public Investigations, which analyzed the compensation of 17 heads of executive bodies of the Mykolaiv City Council for January–August 2026. Their base salary accounts for only one-fifth of these amounts. The remainder consists of allowances, bonuses, financial assistance, and vacation pay. The Health Department reported all allowances as a single lump sum, so it was not included in the calculations.
According to data from the Mykolaiv City Council and its executive bodies, the amounts subject to taxation for January–August 2026 were distributed as follows:
- Deputy Mayor – 798,2 thousand hryvnias;
- Director of the Finance Department Vira Svyatelik – 770,200 hryvnias;
- Deputy Mayor – 758,400 hryvnias;
- Mayor Oleksandr Senkevych – 738,300 hryvnias;
- First Deputy Mayor Vitaliy Lukov – 723,600 hryvnias.
These amounts include salary, allowances, bonuses, vacation pay, financial assistance, and travel expenses.

Base salary and allowances for rank and years of service are the most stable components of the salary. Their amounts are determined by Resolution No. 268.
According to Appendix No. 50, the mayor’s base salary is 25,648 hryvnias per month. According to the data, department heads have a base salary of 12,511 hryvnias. The rank-based allowance is determined by Appendix No. 57. In Mykolaiv, its actual maximum is 800 hryvnias.
The seniority allowance is calculated based on years of service in local government, which includes time spent in the civil service. For at least 25 years of such service, the allowance can reach 40 percent.
Among the heads of departments and district administrations, the maximum 40 percent is received by Tetyana Dmytrova, deputy head of the Asset Management Department; Viktor Dmytruk, head of the Zavodskyi District Administration; Andrii Yermolaiev, director of the Department of Social Protection; and Vira Svyatelik, director of the Department of Finance. One of the deputy mayors also receives the same allowance.
In addition to First Deputy Vitaliy Lukov, Senkevich has three other deputies: Anatoliy Petrov, Serhiy Korenev, and Yuriy Andrienko. When asked by the Center for Policy Research (CPR), the city council declined to explain which of them receives which salary.

Only two of the five highest salary payments are tied to specific officials who are not the mayor: Svyatelik and Lukov. The city council also refused to disclose which of the mayor’s deputies received salaries higher than that of the mayor himself.
