Inna Popovskaya, director of the legal department of the Odesa City Council, was paid 706,900 hryvnias over the first eight months of 2026—the highest amount among the heads of executive bodies.
This is according to an analysis by the Center for Public Investigations (CPI), which examined the compensation paid to the heads of 28 executive bodies of the Odesa City Council from January through August 2026.
Second place went to Galina Savchenko, acting director of the Finance Department, with 644,800 hryvnias. Next, with the same amount of 615,600 hryvnias, are Mykola Makohonyuk, director of the Department of Analytics and Control, and Serhiy Shcherban, director of the Department of Transportation, who held the position until September 17, 2026. Rounding out the top five is Andriy Rozov, Director of the Department of Economic Development, with 597,500 hryvnias.

The ranking includes only officials who held their positions for the entire eight-month period. Therefore, it does not separately include Oleksiy Murin, the former head of the Department of Physical Culture and Sports, who was paid 344,000 hryvnias in April as a “final settlement.”
Also excluded from the ranking was Oleksandr Polokhach, the acting head of the Department of Municipal Security, who received a total of 297,100 hryvnias for June through August.
All amounts are gross, before taxes.
