Procurement Scandal: ₴3.8 Billion Spent Without Prozorro in Kherson

The Center for Public Investigations has analyzed procurement without the use of the Prozorro electronic system and identified the most expensive of them in Kherson region.
This is stated in the material of the Center for Public Investigations.
According to the publication, 1,756 contracts worth UAH 3.8 billion were concluded in Kherson region without Prozorro. The largest contracts - for 2.1 billion hryvnias - were signed by the Department of Civil Protection and Defense of the Kherson Regional State Administration. They all relate to fortifications and fortifications, and information about most of these contracts is classified.
However, the Center for Public Investigations managed to find out that among the contractors were Avtomagistral-Pivden and Rostdorstroy. The former signed at least 8 contracts worth UAH 9.6 million, while the latter signed 5 contracts worth UAH 8.5 million.
Mykolaivbudmekhanizatsiya ALC (MBM) was also awarded contracts for the installation of a system of non-explosive barriers worth UAH 83.6 million. The company has been operating in the market since 1993 and is owned by Hanna, Vitalii and Oleksandr Zubky. In total, this company has received public contracts worth UAH 242.8 million.
The CPR paid special attention to contracts for the construction and arrangement of shelters in Kherson. The Kherson City Council's Capital Construction Department signed 28 contracts worth UAH 400.5 million without a tender.
The largest contracts - 4 contracts worth UAH 225.7 million - were awarded to Budpostach-STSV LLC.
This company has been operating for over 9 years. Initially, it was registered in Lviv under the name Vector-SVS, in the fall of 2023 it changed its registration to Ivano-Frankivsk, and later to Kherson. The beneficiaries of the company are Oleksandr Novokhatskyi, a resident of Ivano-Frankivsk, Viktor Spurza, a resident of Lviv, and Oleksandr Zahoskin from Kirovohrad region.
In 2024, Bihus.Info journalists found that Oleksandr Novokhatskyi acted as an intermediary in the transfer of a bribe to obtain a contract from Khersonteploenergo. For his services, he allegedly demanded 22.5% of the contract amount and threatened the entrepreneur with obstacles to his business in case of refusal.
Procurement without open tenders and electronic bidding raises questions about the transparency of budget allocation. The Center for Public Investigations continues to monitor the situation and analyze how efficiently public resources are spent in times of war.
